Supplier to Kristiansand municipality

Kristiansand municipality's procurements take place after competition. The greater the value of what is to be procured, the stricter the regulations for the implementation of the procurement.

The procurements in Kristiansand municipality that exceed NOK 100 000 excluding VAT are subject to the Public Procurement Act and Regulations. This means that the municipality must conduct a competition for all procurements exceeding NOK 100,000 excluding VAT. 

The Norwegian Agency for Public Management and Financial Management (DFØ) summarizes the current regulations here. For Part I procurements, as a rule, a minimum of three suppliers are invited to submit tenders. For Part II and III procurements, the competitions are published in Doffin (Database for Public Procurement) and thus become available to all.

Kristiansand municipality uses Mercell as a competition implementation tool. All communication in the implementation of various competitions must take place through this tool, and all tenders must be submitted electronically through this tool. Suppliers must therefore create a user at Mercell in order to be able to submit tenders to Kristiansand Municipality.
